James is an APM PMQ-qualified Principal Consultant and leader of Steer’s ‘Understanding and Influencing Travel’ team. His team offer research and insight, public engagement, behaviour change, and feasibility design support for a range of clients across the UK. James specialises in active travel, and is skilled at advising local and regional authorities to deliver improvements to their streets. He is experienced at developing feasibility studies for potential improvements to cycle networks, and taking schemes from concept design through to delivery.
James also leads Steer’s Equality Impact Assessment (EqIAs) offer, and is experienced at developing robust assessments for high-profile and often controversial transport schemes. Most recently, James has worked on schemes such as the All Change at Bank redevelopment of Bank junction, the Oxford Street redevelopment, and Oxfordshire County Council’s ambitious Traffic Filters, Zero Emissions Zone and Workplace Parking Levy project.
