Steer Davies Gleave is delighted to welcome Jonathan Pagan, who joins our US Advisory Division as an Associate. Jon was previously with CDM Smith and Leigh Fisher and is an experienced transportation economist with extensive consulting and management experience. His global project experience extends to 15 countries and includes a mix of rail demand forecasting, airport passenger and activity forecasting, as well as overseas highway feasibility and studies for toll road projects and managed lanes.
Jon is a recognized traffic and revenue expert having advised major municipal clients in Texas, Florida, Virginia, Maryland and Washington D.C.. He has managed feasibility studies supporting over $5BN of revenue bonds and other financings. For the last seven years, Jon has been a member of the financing team for a$5BN+ Metrorail project including significant support for a successful $1.8BN TIFIA Loan Application and the defense of forecasts for an audit by the USDOT Inspector General.
Prior to this, Jon was based in the UK where he worked on rail feasibility and forecasting for major projects including evaluations of passenger franchise bids for the UK Government. He was also an advisor to several train operating companies.
At Steer Davies Gleave, Jon will be advising our private sector clients while extending our municipal client base.
